Proposal: Residential development comprising mix of detached, semi-detached and town houses, access through developments approved under LA02/2023/1355/F & LA02/2024/0318/RM, pumping station (in place of waste water treatment plant approved under LA02/2024/0318/RM), landscaping and associated site works.


Hello & Welcome

We are inviting views on a proposal for a residential development on lands to the south-east of Dunluce Park, Ballymena. The feedback we receive will help to inform our planning application submission to Mid and East Antrim Borough Council. This is part of the pre-application community consultation process.

The Site

The site is unzoned whiteland within the settlement development limit (SDL) of Ballymena about 2km southwest of the town centre. It is to the southeast of the residential development Dunluce Park which is accessed from Dans Road. The site is shown on the images below.

The subject site is 2.09 hectares in area and consists of two parts. The main part comprises vacant fields last used for agricultural purposes that generally slope down from east to west towards a stream along its western boundary that runs into the Braid River (to the southwest of the site). This part of the site is also bounded by undeveloped agricultural lands also within the SDL and boundaries comprise post and wire fences and hedgerow.

The other part of the site is the access road which leads from Kenbane Crescent. The access road will also serve a development of 28 units permitted under reference LA02/2023/1355/F in August 2023 and 22 units permitted under reference LA02/2024/0318/RM.

The site is not subject to any environmental or landscape designations. A small area of the lower lying land at the southwest of the site is within the flood plain but no development is proposed within it.

Design Concept

The proposed layout was informed by the surrounding context and character of the area, and previous planning permissions LA02/2023/1355/F & LA02/2024/0318/RM. The layout, boundaries and orientation of the dwellings ensures that the development will not overlook or dominate existing properties.

Dwellings will be orientated to overlook the areas of open space within the layout as well as overlook roads, which will provide natural surveillance of the area.

The Proposal

It is proposed to make an application for outline planning permission. The preliminary scheme comprises a residential development of 27no units providing a variety in design using several house type designs ranging between detached, semi-detached, chalet bungalows and terraced. External finishes to all dwelling types have been designed to ensure visual variety along all streetscapes.

Access to the development will be taken from Dunluce Park / Kenbane Crescent.

All properties will have an area of defensible space to the front with private amenity space in the form of rear gardens.

Parking for the properties will be provided in line with Creating Places, the government design guide for residential developments.

More than 10% of the site area will be set aside for the provision of public open space to serve the development and both hard and soft landscaping will be used throughout to create a high-quality residential environment.
